(Best Syndication News) Markets in Asia and Europe are mostly higher early Wednesday after a remarkable day on Wall Street Tuesday (see the stock market charts below).

Traders were jubilant after it was learned that the U.S. financial system was stable. A Federal Reserve stress test of the major banks found that most were in good shape, including Bank of America Corp (NYSE:BAC). But the stress test showed that four banks, including Citibank, Ally, SunTrust, and Metlife, needed to shore-up their businesses.

The stress test involved an extreme set of circumstances, including a 13 percent unemployment rate, a drop of 50 percent in the stock market, and another 21 percent drop in home prices.

That scenario is worse than the Great Recession Americans are experiencing right now.

The DJIA benefited from the good news, climbing 218 points to 13,177. The NASDAQ and S&P 500 did even better on a percentage-gain basis (see the world market chart below).

In Japan the Nikkei 225 index climbed 1.53 percent early Wednesday, however the Shanghai (China) and the Hang Seng (Hong Kong) indexes were both lower. In Europe the FTSE 100 (England), the CAC 40 (France), and the DAX (Germany) indexes are all higher.

In their Federal Open Market Committee Meeting (FOMC) statement Tuesday, the Fed said economic conditions are improving. The housing sector remains “depressed” and downside risks continue.

Widely-Held Laggards

Only five of the 90 stocks in our widely-held index were lower on Tuesday (see widely-held chart below). Sirius XM Radio Inc (NASDAQ:SIRI) slipped more than any other constituent.

There was an increase in short interests last week for SIRI following an announcement that Chrysler was discontinuing the SIRIUS backseat TV. The stock was down more than one percent on Monday and Tuesday of this week.

In the after-hours the share price of SIRI fell another penny to $2.28. There was a bid of $2.28 on 5,000 shares and an ask of $2.29 on 100,000 shares.

Walgreen Company (NYSE:WAG) was another widely-held laggard, down 1.13 percent during Tuesday’s session. Several factors are weighing on the stock, including weak sales caused by a feeble flu season and a decision to cut-off the pharmacy benefit management (PBM) company Express Scripts, Inc. (NASDAQ:ESRX). Meanwhile ESRX was up nearly two percent.

The Kroger Co. (NYSE:KR) fell 0.66 percent on average trading volume. KR was identified as a grocer with pink-slime in their meat earlier in the week. In the after-hours KR continued to fall, down another penny to $24.21. There was a bid of $23.75 on 100 shares and an ask of $24.74 for 100 shares.

CVS Caremark Corporation (NYSE:CVS) was another laggard, down 0.29 percent during Tuesday’s session. In the after-hours the stock fell another 23 cents to $45.00. There was a wide range between the bid and the ask. An analyst downgrade put pressure on CVS.
