New Rules for Private Colleges and Career Programs – The Share Price of APOL and DV Lower while EDMC Rises

(Best Syndication News) The Obama Administration is proposing new rules to force some private schools to meet certain criteria before they are eligible for student loans. Career programs will need to meet only one of three criteria.

Gainful Employment Criteria:

Criteria #1: At least 35 percent of former students are repaying their loans. This means that students will need to be paying down their balances.

Criteria #2: Schools will also need to show that the typical graduate’s estimated annual loan payment does not exceed 30 percent of his or her discretionary income.

Most markets indexes in Asia were lower but were higher in Europe. The Shanghai composite index was up 23.05 points (+0.85%) to 2,728.78, but the Nikkei and Hang Seng were both lower. Investors are anticipating unemployment numbers that will be released on Friday.

The Dow Jones Industrial Average (DJIA) index fell 41.50 points (-0.34%) to 12,248.55 (see market index chart below). The range was below the 100-day average of 121.92. The volume was also below average. Volatility was low.

Dow Jones

The Dow Jones Industrial Average (DJIA) closed down 279.65 points (-2.22%) to 12,290.14 (see world market chart below). The market was volatile with the daily range exceeding the 100-day average by 135 percent. The volume was 6.96 percent above average. The Dow broke through yesterday’s S2 support level.

Earnings Reports for Wednesday - Dollar General DG VImpelCom VIP Copart CPRT ESL and GAME

(Best Syndication News) Several companies will be releasing their earnings statements today.

Today VimpelCom Ltd (ADR) (NYSE:VIP) released their earnings statement for the quarter ending March 31 2011. The worldwide provider of telecommunications services said their net operating revenues increased 23 percent year-to-year.

Their basic earnings per share (eps) was 46 cents.

Vera Bradley, Inc. (NASDAQ:VRA) will release their first quarter results after the market closes today. The Street expects an eps of 27 cents. The company announced two executive promotions today.
