(Best Syndication News) For decades the student loan business provided a steady guaranteed income for banks, but after today that will change with the signing of the Health Care and Education Reconciliation Act.

The Health Care and Education Reconciliation Act of 2010 was originally a ride to the health care bill but was removed during reconciliation. After some Republican objections were worked out, the bill passed the House on Thursday with all Republicans voting against it.

Congressman George Miller of California had been working at this bill since 2009. The House passed a similar bill titled “Student Aid and Fiscal Responsibility Act of 2009” last year but it failed to get through the Senate until it was added to this year’s health care reform.

The money is part of the American Recovery and Reinvestment Act of 2009. Tennessee will receive $500 million and Delaware will receive $100 million.

The downturn in the economy has reduced the tax revenue putting a squeeze on school budgets. Schools around the country have been laying-off workers and cutting expenses. The money is very important to many of the larger states.

[Best Syndication News] The Health Care Reform legislation had included some reform for Student Loans as well. The approval of the soon to become law is reported to be able to save the US government around $61 billion over the next 10 years by cutting out the bankers from the lending equation.

The program would end the federal government paying banks and private lending institutions for federally backed student loans. If a student was to default on a student loan, the banks would get paid from the government and the have to then go after the student defaulter to collect the money. The new law will get rid of the middle bankers and directly lend federal student loans.

The extra money saved by cutting out the middleman will give $36 billion more towards Pell grants which help low-income families pay for a college education. The annual Pell Grant amount is anticipated to increase to $5,975 by 2017 from the current amount of $5,550. The extra funds generated from the student loan reform would also help to fund community colleges, historically black colleges and other education programs.
